rabqsa logoAQS Management Systems was the first organization to achieve RABQSA Certification of its Organizational Resilience Management System Lead Auditor Program, meeting the requirements of PS Prep and the ANAB requirements for PS Prep Certification Body Auditors described in ANAB Accreditation Rule AR37.

This program will cover national and international standards for organizational resilience - including all three standards endorsed by the U.S. Department of Homeland Security as part of the PS Prep Criteria:

  • ASIS SPC.1 Organizational Resilience: Security, Preparedness, and Continuity Management Systems— Requirements with Guidance for Use.
  • BS 25999-2 Business Continuity Management.
  • NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs.

The intent of the PS Prep program is improved private sector preparedness. PS Prep answers the question: How can the private sector become better prepared and do this in the most cost-effective manner?

In addition to the three standards that are part of DHS' PS Prep program, this training program provides coverage of: ISO 31000 (Risk management), ISO 28000 (security management systems for the supply chain), ISO/DIS 22301 (Societal security — Preparedness and continuity management systems) and ISO 20000 (Information technology).

Successful completion of the RABQSA Certified Examination(s) administered during the above training courses will result in the issuance of a "Certificate of Competency" for the appropriate RABQSA Competency (TPECS) module.

The AQS Management Systems Program

3-Day PS Prep Program (RABQSA-RES Certified): This program has been designed specifically for experienced Certification Body auditors, Lead Auditors, Auditors, Internal Auditors and others who have audit experience. This 3-day program prepares participants to pass the RABQSA-RES Certified Examination (administered during training) to demonstrate competency in PS Prep (Organizational Resilience). This program covers all three standards adopted by the United States Department of Homeland Security.


5-Day PS Prep Program (RABQSA-RES Certified plus Auditor RABQSA-AU and Audit Team Leader RABQSA-TL) – This program has been specifically designed for those with limited experience in both Organizational Resilience AND Auditing. This 5-day program prepares participants to pass three RABQSA Certified Examinations – RABQSA-RES, RABQSA-AU and RABQSA-TL (administered during training). The Organizational Resilience portion of this program covers all three standards endorsed by the United States Department of Homeland Security.

Some Common Questions About PS Prep

What is it?
PS Prep is also known as "Voluntary Private Sector Preparedness Accreditation and Certification Program". It was developed by the United States Department of Homeland Security DHS. The PS Prep program consists of three standards that have been accepted by the Department of Homeland Security.

What are the implications?
PS Prep goes beyond the traditional "Disaster Recovery" approaches and techniques that have been in place for years. PS Prep builds on the state of the art and takes it to a completely new level. The diagram below shows the evolution from Disaster Recovery to Organizational Resilience. PS Prep contains all three; Disaster Recovery, Emergency Preparedness and Organizational Resilience.

Why do we have PS Prep?
The Department of Homeland Security developed the PS Prep criteria as required by the U.S. Congress under Public Law 110 53. This law came into being as an outcome of the investigation into the 9/11 terrorist attack.

What benefits are achieved by conformance to the PS Prep criteria?
Organizations that comply with or become certified to any of the standards that are part of the PS Prep criteria are able to demonstrate that they have identified the potential risks to their organization and taken actions to avoid those risks, reduce risks, dramatically reduce the impacts of the adverse events that actually occur, and to recover from actual events in a manner that significantly reduces adverse outcomes.

Why does it matter to me and my organization?
From emergencies such as hurricanes, tornados, floods, loss of critical data, theft, vandalism, infectious disease, fire, loss of a critical supplier, or an act of terrorism, organizations large and small are increasingly worried about or are formally being asked to control adverse events. Many of the critical aspects of these considerations are increasingly being communicated throughout the supply chain triggering the question from customers "If I lose the outputs of any of my suppliers, how will I continue to meet my commitments to my customers?" Certification to the PS Prep criteria by a Certification Body that has been Accredited by ANAB provides confidence to all parties; customers, employees, senior management, owners, and all stakeholders, that reasonable adequate preventive measures have been put in place. Certification to the DHS PS Prep criteria provides confidence to all parties.

What does an organization need to do learn more?

  • Attend a certified training program to find out about the details and implications of the PS Prep program.
  • Search the web under the titles of PS Prep, DHS, Organizational Resilience, and Emergency Preparedness.
  • Organizations already certified to management systems standards such as Quality Management Systems (ISO 9001, AS9100, ISO/TS 16949, ISO 13485), Environmental Management Systems (ISO 14001) and Occupational Health and Safety Management Systems (OHSMS 18001) will find that they already know a lot and will have a system in place for meeting many of the requirements.
