Greening of the Government Executive Order
- Greening the Government Through Leadership in Environmental Management – Executive Order 13148
- Announced by Vice-President Gore on April 22, 2000
- Sets tough new environmental goals for the Federal Government
- Designed to enhance performance in environmental management, environmental compliance and public right-to-know
- Sets goals for Federal facilities on pollution prevention and employing environmental management systems
- Federal facilities will begin employing environmental management systems by the end of 2005
- Specific practices include:
- Developing or updating pollution prevention plans
- Auditing facilities for compliance with environmental regulations
- Employing budgeting and accounting practices that take environmental costs into consideration
- Providing necessary training for Federal employees
ISO 14001 and the U.S. Government
- All Federal agencies are required under Executive Order 13148 (Greening of Government) to implement some form of EMS by 2005
- World Trade Organization membership and Section 12 of National Technology Transfer Act, obligate U.S. government to give preferential consideration to international voluntary standards in
 developing regulations
- ISO 14001 is playing a role in the U.S. Government’s procurement policies related to environmentally-preferable products
- The Department of Energy and several other government agencies have required some major contractors to establish EMSs and have themselves implemented ISO 14001
- The Strategic Petroleum Reserve in Louisiana and Texas and 6 other DOE facilities have implemented ISO 14001
ISO 14001 and the U.S. EPA
- EPA policies reduce the enforcement response for organizations performing environmental auditing and offers incentives for voluntary disclosure
- In general, the EPA will follow the U.S. Government’s trend to take into account a company’s compliance assurance programs in its response to incidents
- The EPA is looking for ways to move from command-and-control posture to preventative approaches such as ISO 14001 and anticipates more reliance by companies on independent auditing and self-declaration as the primary way to achieve that
- Improved regulatory efficiency is an expected benefit to the EPA and regulatory agencies in other countries
- Governments can ease the oversight of better performers and direct their attention to serious offenders
